[Zope] help installing, starting zope on debian

Hello,

I am attempting to start zope 2.6.2-2
with
zope-cmf       1.3.2-1
 zopectl        0.2.6

and get connection refused at http://localhost:9673   

I have just done a complete remove of all previous zopes and their config files, 
and installed this fresh.   email archives I find about recent versions of zope 
suggest the config files have changed, and mention changing permissions, and 
yet the debian change notes also talk of fixes related to this already being in  zope 2.6.2-2.

What do you suggest?
