2.0b3 was beta, not stable, and it's obsolete, as is prominently
marked at http://zope.org/Products/ZEO

You should use ZEO from ZODB3-3.1 or ZODB3-3.2, linked from that page.
Instructions on installing ZEO are in teh README.
