[Zope] How to patch ZMI to include character encoding

Where do I need to patch Zope source to force it to always include 
character encoding meta tag in ZMI pages?

I need the following tag in every ZMI page:

<meta http-equiv="Content-Type" content="text/html; charset=windows-1250" />
