[Zope] win32 install XP SP1 no service installed.

I'm not sure what your env vars are doing to your python environment,
but I had no problems doing that INSTANCE__HOME fix, just made sure that
I was running the Python instance that was installed by Zope, and none
of my other Python libraries etc were involved.
