[Zope] Zope 2.7 FTP Bandwidth Limiter?

Perhaps your server is shaping traffic via iproute2 and tc, and your
Zope FTP port is in a class that gets throttled?  You might try
temporarily putting the Zope FTP on port 21 and seeing if the download
rate is still low.
