Configuration data is not controlled by CMF/Plone workflows
(these workflows control "content" in the sense of CMF/Plone).

Configuration data is synced from DEV to QA when a development
cycle ended and the corresponding QA should start.
QA is synced to PROD once the QA team released the result.

Of course, this is workflow, too, but on a different (the development
rather than the content) level.
