[Zope] speed issue with downloading via FTP from Zope

FTP downstream has peaked at sub 10Kb/s but with maximum CPU utilization.  I
am running zope 2.7 on windows xp 512Mb ram 2.8Ghz with python 2.3.3.  Any
assistance would be greatly appreciated.
