You are logged in as the "Emergency User". It cannot create
objects -- other than "user"s.

Create a new user in "acl_users". Give it a "Manager" role.
Login as this user -- and forget about the "Emergency User"
until you screwed your Zope up in such a way, that anything
you do leads to an "Unauthorized"...
