itools isn't a Zope product, it is a python module. Remove it from the 
Localizer folder and install it as said on the README. I think you will 
have to do (Check it on the README file):

cd itools
"C:\Program Files\Zope-2.7.2-0\bin\python" setup.py install

After this, you can safetly delete the itools folder.
