[Zope] PCNG and persistence hook

I'm trying to write a mod to PCNG and am having trouble figuring out
if there is a hook in 1.2.4 that allows triggering of code just after
an issue has been edited/created.  It seems that editing and creation
are the same when it comes to persistence.
Any ideas?
