Here a simple minded try using:

<html>
  <head>
    <title tal:content="template/title">The title</title>
<tal:test tal:condition="not: python: context.REQUEST.has_key('german','')">
<style type="text/css">
PUT CSS CODE HERE FOR GERMAN IMAGE
</style>
</tal:test>
  </head>

Just set the request to the language and it should work,
