[Zope] LocalFS under Zope2-7-7/windows

This does not look like a "LocalFS" problem.
Instead, it looks like some problem in "WinSignalHandler.py".

However, you might have cut down essential parts of the traceback.

You need a special version of "LocalFS" (something like "LocalFS-Andreas").

We use it for both *nix and Windows.
