If you want a serious anser, you should be serious. No serious consultant 
will give you an estimate for "a small weekly newspaper". Go and write a 
detailed description of your requirements and someone might be interested 
in looking into your issue. My price for "a small weekly newspaper": 1 
million Euro .-)
