If you want a mailing list manager, use a mailing list manager.

If you want a web application framework, use Zope ;-)

That, quite frankly, would terrify me for all but one or two small to 
medium sized mailing lists ;-)

Look into solutions for providing mailman with searchable archives, 
since this is your real problem.

That said, if these lists aren't private, I'd just dispose of the whole 
problem and use google groups or similar.
