[Zope] Calling a Variable

Hi;
I thought I could call a variable in a page template by defining it and then putting a ? in front of it in a URL, like this:

<html tal:define="global base_url here/baseURL;
template_id string:index;
here python:here.restrictedTraverse('s/c/x/root/en-us/Help')">

<a href="?base_url/contactus.pt">

Please tell me what I'm doing wrong.
