You can delete it in a "bin/zopectl debug" interactive session:

    app.Control_Panel._delObject('ZopeProfiler')
    from transaction import commit; commit()

You are only prevented to do it from the ZMI because "Control_Panel"
does not expose the typical "ObjectManager" API there.
