After creating an sandbox using zc.buildout I can not add new user
accounts:

ajung at blackmoon:~/sandboxes/Zope-2.12/2.12> /tmp/abc/bin/zopectl adduser admin 123
Traceback (most recent call last):
  File "<string>", line 1, in <module>
ImportError: No module named Zope2
