Log Message:
Added a ZPL license.  This was weird because docutils was released in
the "public domain", which puts it in no mans land.  This is too
ambiguous. Being in the public domain, we are free to release it under
ZPL, but we are, in no way, attempting to assert ownership or control
other than to make sure it is available under the terms of the ZPL.
