If I understand correctly, version.txt is not supposed to be on working 
branches and it cleary doesn't make sense on the trunk! (the trunk will 
never have a "version").

http://dev.zope.org/Zope3/MakingARelease states that the standard 
procedure is to add the version.txt on the release tag which sounds like 
the Right Thing to do.
