Yes.

Besides, it was there before my commit, according to
http://svn.zope.org/Zope3/trunk/?rev=29104&view=rev
I accidentally removed it, and later restored it.

I'm not certain exactly what sequence of editor/subversion accidents led
to the removal of those two lines in my first commit.  I did the change,
ran the tests, looked at the diff, tried to commit, noticed that I was
working in a read-only anonymous checkout, ran svn switch --relocate,
and retried the commit.  Then I started noticing deprecation warnings
about non-ASCII characters...  I wonder, if I just wasn't attentive
enough and missed these warnings and those diff lines before my first
commit attempt, or if svn --switch updated my sandbox to a newer
revision.  Initially I suspected svn --switch, but now I'm not so sure,
seeing as the coding declaration wasn't added recently.
