FWIW this is essentially equivalent to a proposal I wrote months ago in
which I suggested ZopeLib and ZopeApp as top-level packages.  It was
promptly rejected, but I'm still harboring hope for this anyway. :-)  I
now think "zopelibs" and "zopeapp" would be the clearest names, but "zc"  
and "zope" would be fine too.  ("zcc" might be an improvement, emphasizing
both the corporation and the community.)
