Currently, you can define a single directive with a 'directive' element. 
You can also define a bunch of directives with a 'directives' element 
containing several 'directive' elements.

The change that RDM wants to do is get rid of the former option of a 
single 'directive' element. You will still be able to define directives, 
but you will always have to put them inside a 'directives' element.

Defining new directives is not something people do frequently, so I have 
no problem with making it a bit more verbose, to make simpler the code 
that processes directives as a whole.
