[Zope3-dev] LocalUtilityService can't adapt to IKeyReference

Hallo,
if defined a local IIntIds utility in the root site manager, when I
try to add new utility services in  different site managers a
"TypeError: ('Could not adapt',
<zope.app.utility.utility.LocalUtilityService object at 0x489d286c>,
<InterfaceClass zope.app.keyreference.interfaces.IKeyReference>)" is
raised, so i can define new local utilities at the site root level
only. Is this correct?
