This sounds like the instance you're using was created with b3. the 
zope.app.xmlrpc package was removed in b4. You should be able to remove 
INSTANCE/etc/package-includes/xmlrpc-configure.zcml to make Zope 3 start 
up again. Alternatively try it with a freseh instance.
