I posted my question and zope3 installation to the zope-dev list because 
i didn't know this one existed.

The answers that I got back showed some mistakes in Stephan's Zope3 Book.

1) The section on windows binary install (1.5) does not mention needing 
to make instances

2) The section on creating instances (1.3.3) gives the 'bin' directory 
rather than the Scripts directory as the position of mkzopeinstance.
