Default port is 8080, that makes for the 'connection refused' message.
The ZopeTop skin is not included with the zope release (at least i could 
not find it in the new zope3.2.0b1 from last week).
It is in the latest SVN checkout, see
http://svn.zope.org/Zope3/trunk/src/zope/app/zopetop/
