You're right.

For RestartWithLink, only the product release has
been published, all the release files was private. I fixed it.

Could you please point the links for the older zope versions
that has the same behavior? Thanks.

If you want to download the older zope versions (<2.6) or, for example go to http://zope.org/Members/to_be/RestartWithLink/RestartWithLink, you have to log in. I presume this shouldn't be the case?
