you are right - 'Participation Mode' is set to 'Authenticated' (Any non-anonymous visitors can participate) but Anonymous users can create new issues.

I changed the 'Participation Mode' to 'Anonymous' now - if spamming starts, i will re-set the mode to 'Authenticated' again.

Anonymous can submit collector issues, but cannot add comments to existing ones. 

This presents a barrier to giving feedback or clarifications for users who don't want to bother with registering on zope.org.
