[ZPT] HTMLParseError confusion

I get this from an HTML document that I pasted in from Dreamweaver (which
says it's valid when I check it).

I'm not sure what the problem is.  On line 199 of the source, there is no
column 20.  It only has 7 characters on it, and they are '  </tr>'
