[ZPT] Installation error

This is a brand new Zope 2.4 (Win32) with only TAL, PageTemplates, and
CMF 1.1 installed.  I get this immediately on startup:

...which is puzzling because it clearly does.  OTOH, I can't imagine
that I screwed something up, since this *is* a brand new installation.
Any ideas?
