[ZPT] PageTemplates product is broken

I don't mean to be rude, but did you follow the part below exactly?  People
often miss it.

> Unpack TAL and ZTUtils into your Zope installation's "lib/python"
directory.

Also, make sure your directory and file permission/ownership is set to
something reasonable for all three packages.
