This could probably be handled without any change to the METAL spec
simply by having each Page Template always expose its entire contents as
a macro (a 'macro' attribute, to go with the 'macros' collection) and
have an optional master-macro property.  Then, if you set the
master-macro property of template T2 to "path:here/to/T1/macro", it
would use the entire contents of T1 as a macro for its own entire
contents.
