Two problems here.  This should be:

<a tal:repeat="bookmark mybookmarks"
    href="dummy" span tal:attributes="href python:bookmark[0]"
    tal:content="python:bookmark[1]">

It's complaining because you left out the attribute name, and you also 
forgot the "python:" on the content expression.
