I'm running into this same problem, except that I need to do the following:

<a tal:attributes='href
string:javascript:NewWindow("http://domain/${here/mypath}")'>

Browsers definitely don't like
javascript:NewWindow(&quot;http://domain/coolpath/&quot;)

What can I do to get real quotes?
