This is a known and regretted shortcoming.  I know that DreamWeaver has a 
special comment syntax that can be used to mark sections of a page as 
read-only, and it would be possible to make a "DreamWeaver adapter" that 
automatically inserted and removed these comments.  I don't know if GoLive 
has a similar capability, and it's not clear what the best way to invoke 
such an adapter would be.
