I agree.

One thing we're going to need in order to make progress is a message
catalog implementation, but I can't find any specific proposals in the
Wiki.  (But I'm not good at finding things in Wikis.)

Did anyone write up a proposed message catalog interface?  I had
thought there was a proposal in the Wiki already.  If there's a
proposal already, can someone provide a link on the mailling list?
(Otherwise, I'd love it if someone would write up a proposal!)
