[ZPT] Are PageTemplateFiles restricted code?

This is another possible bug:

It seems that a PageTemplateFile in a class cannot access simple class
attributes when the class has it's default access policy set to 'deny'.

If this is the intended behavior, it is a significant break with
DTMLFile functionality, which assumes that filesystem-based code is
unrestricted.
