  'tal:attributes="href path_with_%26_ampersand"'

(from looking at
urllib.quote('search?ResCurrPage=0&q=popoon&ResSearchMode=all&searchsub=suchen')
'search%3FResCurrPage%3D0%26q%3Dpopoon%26ResSearchMode%3Dall%26searchsub%3Dsuchen'
