<dtml-tree> roots in the current folder,
<dtml-tree ""> also.
So what is the correct tag for fixing it in the root folder?

This questions is better posed on the general zope list (zope@zope.org), but 
I would imagine this would work:

<dtml-tree expr="PARENTS[-1]">
