The foundation members are a *subset* of all committers, with sponsoring companies added on. There are under 50 "nominated members" (formerly "committer members", whereas there are something like 375 committers.
Any decision to move the repository will need to be formally made by the foundation (via its board), but that would only happen if the consensus of the members and the wider community were clearly in favor of a move.
