It ought to be possible to run the Zope testrunner by installing a script, e.g. installing zope.testrunner in a virtualenv to get the 'test' script. I don't know what more zc.recipe.testrunner does, but I agree that we shouldn't be dependent on buildout (over virtualenv+easy_install/pip) to be able to run tests.
