Too me that looks more like chameleon.core shouldn't depend on zope.i18n but only chameleon.zpt should.
I disagree. I want translations in chameleon.genshi as well, and I do not see why translations would require having Zope security and publication machinery. That dependency is only there in zope.i18n so it can register the registerTranslation zcml directive.
