ZODB is not in the ZTK, even though all three projects use it. Its version info is included, as are the versiosn for its dependencies. I guess you are arguing that zope.mkzeoinstance falls under the same category? +0 from me on that, if so. -1 to managing the package as an explicit part of the ZTK.
