This is not a Zope issue but obviously a problem of your application trying to load an image from the filesystem for processing through PIL. I doubt that there is nothing we can do...your application, your code... But I doubt that this error would cause a Zope shutdown or something similar. Such errors are usually logged and the worker thread continues to work with the next request. Such an error is not typical for a fatal Zope server failure.
