Not a huge problem, but in case someone else has the same issue, here how it was fixed.. Thanks to the VerboseSecurity product, I was able to trace the problem to object that were owned by users that no longer existed in the acl_users folder. Once the owner of the offending objects was changed, the problem vanished. Kevin Carlson wrote:

I thought this was due to proxy roles needing to be set on the page that is calling standard_html_header but after changing the proxy role for one of the pages in question, I still get the log in prompt.
