This is a very interesting question. In principle, local roles should be inherited down the hierarchy. Probably, they are indeed. However, for "Owner" is would be unintuitive that the owner of a folder has "Owner" permissions on all contained objects... Nevertheless, I expect that it will be that way...
Is there any website explaining this thorougly?
