No, it does not work, sniff. Well tried. Even strange cause <a href="&dtml-URL0;?expand_all=1" target="menu">Expand All</a> works !!!!!

Try setting a REQUEST variable like so:
<dtml-call "REQUEST.set('expand_all',_.int(1)">
before you call your tree tag
