Local roles take effect for the object they're defined upon plus any children of the object they're defined upon. This happens by virtue of the user object's 'allowed' and 'getRolesInContext' methods. If you need different behavior, you'd need to create a different kind of user object. Are not local roles setted only in that exactly context? Why it says says "(and its children)"?
