actually stock CMF can be used to create a decent weblog and additional features can be programmed in in Python. For weblog functionality, plone does not give you really anything more than CMF, does it?
If you are using CMF then you could use plone. Plone is a good system but there is no real weblog, just news submissions and it will be impossible to use for anyone who is less then advanced level.
