Hi- Absolutely nothing :). I think there was a product announcement a couple weeks ago for a python program that will do reverse proxying for your site. This is a command for an HTTP proxy. Someone/something is trying to look for an open proxy to send spam. Many IRC networks won't let you sign on if you have an open proxy, so they also check for an open proxy.
